黄薇：生态环境法典草案从形成到不断完善，是一个不断汇聚各方智慧、凝聚共识的过程。生态环境法典编纂过程中，通过多种方式广泛征求各方意见。一是将草案印发中央有关部门、各省（区、市）、部分设区的市、基层立法联系点、学术研究机构等征求意见。二是在常委会每次审议后均通过代表工作平台征求全国人大代表的意见。三是在常委会每次审议后，均将草案通过中国人大网向社会公布，征求公众意见，前后4次公开征求意见共收到7000多人次提出的2万多条意见。四是赴30多个地方开展立法调研，听取意见建议。五是在北京就重点难点问题组织召开17次专题座谈会，听取全国人大代表和中央有关部门、企业和社会组织、专家学者等有关方面的意见建议。
